How to Choose the Right Padding for Your Baseball or Softball Facility

Your complete guide to outfitting your stadium with the best padding. Not all stadium padding is built alike, and it’s an important investment for your facility. Every baseball and softball facility is different, but the highest priority for stadium padding is anywhere athletes have a realistic chance of colliding with a hard surface during play. While rule requirements vary by level of competition, these are the areas that most often benefit from protective padding: Outfield Walls, Foul Territory and Sideline Fencing Fence lines and outfield walls are among the most common locations for stadium padding. Outfielders chasing fly balls often make high-speed contact with fences while attempting catches, making properly installed wall padding an important safety feature. Padding can also incorporate distance markers, team branding and sponsor graphics. Many facilities have exposed walls, retaining walls or fencing in foul territory or along the sidelines where athletes can make unexpected contact during play. These areas are often overlooked but can present significant injury risks depending on the field layout. For NCAA softball facilities, as of Jan. 1, 2027, NCAA Rule 2.15 requires padding on sideline and home run fencing built of hard materials including brick, wood and concrete, as we explain in our guide to the NCAA softball padding mandate. If gates, pitch clocks or ad boards are incorporated into your fence line, they also may need to be padded to protect players. Backstops Backstops sit directly behind home plate and protect spectators while serving as a frequent point of contact for catchers pursuing foul balls. Padding helps reduce impacts against rigid fencing or walls. For NCAA softball facilities, hard-surface backstops have been required to be padded from dugout to dugout for several years under NCAA Rule 2.3.4. Dugout Rails and Walls Players pursuing foul balls risk injury when coming into contact with exposed dugout rails and dugout walls made from hard materials. Training Facilities and Bullpens Pitchers warming up often work in confined spaces surrounded by fencing, gates or solid walls. The padding must start no further than 1 foot off the ground and end at 6 feet high or the top of the fence line, whichever is shorter. Hard-surface backstops are covered separately, and have been required to be padded dugout to dugout under the same dimensional standard for several years—that requirement is not new and is not tied to the 2027 deadline. The NCAA Baseball Rules Committee recommends similar protective padding standards, though they are not currently mandatory. Do chain-link fences require padding? No. The NCAA does not require padding on chain-link fencing. The rules apply to hard surfaces—wood, concrete and brick—on fence lines and backstops. Beginning January 1, 2027, every facility hosting NCAA softball competition must comply with field padding requirements designed to better protect student-athletes from injury-inducing impacts with hard-surface sideline and outfield fences. That new requirement is NCAA Rule 2.15, which requires protective padding on hard-surface sideline and outfield fencing (referred to by the NCAA as home run fencing). Backstop padding is also required: Rule 2.3.4 has required padding on hard-surface backstops for years and is already in force. In other words, the 2027 deadline extends a standard your backstop should already meet to the rest of the field. The NAIA has adopted the same fence padding requirement, effective the same date and to the same dimensions. Why Did the NCAA Create the Softball Padding Mandate? For elite college softball players, the field itself shouldn’t be a hazard when chasing a fly ball at full speed or making a diving catch. There’s little time to slow down before coming into contact with fences or backstops, and that can be dangerous when those barriers are made of concrete, brick or wood. The NCAA softball wall padding requirements reflect the NCAA’s commitment to protecting student-athlete safety by reducing the risk of injuries from impacts with fixed structures on the field. Backstops have been covered for years under Rule 2.3.4. Padding on hard-surface sideline and outfield fencing, however, was only recommended—so protection varied from facility to facility, meaning student-athletes could compete in venues with very different levels of protection. With Rule 2.15, the NCAA extended the existing backstop standard to the rest of the field, creating a consistent safety baseline across all participants’ facilities. Approved in 2022, Rule 2.15 gave facility owners a wide 5-year window to implement the fence upgrades. All sideline and outfield fencing is expected to be in compliance by January 1, 2027. What Are the Required Padding Specs? Section 2.15 of the NCAA 2026 and 2027 Rules Book, which addresses fencing, states: “By January 1, 2027, sideline and home run fences constructed of a hard material (e.g., wood, concrete or brick) are required to be padded. Padding must begin not higher than 1 foot off the ground and extend to the top of the wood, concrete or brick or 6 feet from the ground, whichever is shorter.” Backstops are addressed separately, in section 2.3.4. The specs are worth reviewing alongside the new fence rule because they are nearly identical. Which Areas of My Stadium Need Padding? NCAA Rule 2.15 requires padding on hard-surface sideline and outfield fencing by January 1, 2027. Rule 2.3.4 already requires padding on hard-surface backstops. If the surface is wood, brick or concrete, it needs padding. Many facilities use the opportunity to evaluate other player-impact areas that may benefit from protective padding as well. This could include additional fences, dugouts, fence posts, railings, bullpens and other high-impact areas. While dugout rail padding is not written into the rules, Vickie Van Kleeck, NCAA Softball Secretary-Rules Editor, says each institution is responsible for determining whether other areas within their facility pose a risk for injury. "You can't go wrong by padding it. There's a potential for injury there. If it were me, I would pad it," says the rules editor, a former softball coach who amassed over 500 wins in her career. However, full-field padding is a best practice for baseball facilities as well since the NCAA Baseball Rules Committee recommends similar protective padding standards. Do NAIA Schools have to meet the same requirement? Yes. The NAIA has adopted the same fence padding requirement for any field hosting NAIA softball competition, effective January 1, 2027, using the same dimensional standard: padding beginning no higher than 1 foot off the ground and extending to the top of the wood, concrete or brick or 6 feet from the ground, whichever is shorter. Do chain-link fences require padding? Not under the current language of Rule 2.15 or Rule 2.3.4, which apply to hard-surface fencing and backstops. However, facilities sometimes pad the rails of chain-link fences in high-impact areas to further enhance player safety. "This is a student-athlete safety issue, so technically, if there is no padding on a hard surface, we wouldn't be able to play the game," says Van Kleeck. When should we start planning for compliance with the padding mandate? Now.
